Filming in Andorra

How to organise a film shoot in Andorra?

To film in Andorra, it is essential to coordinate with the parish or the competent authority responsible for the area where the production will take place.

The country consists of seven parishes (Canillo, Encamp, Ordino, la Massana, Andorra la Vella, Sant Julià de Lòria and Escaldes-Engordany), each with its own regulations, requirements and procedures for authorising film shoots.

Depending on the location, the following may be required:

  • A municipal filming permit (for public roads, squares and local facilities)
  • Authorisation to film in protected natural areas or natural parks
  • Coordination with traffic and security authorities in the event of street or road closures
  • Specific authorisations for the use of drones and special effects

Temporary import of equipment (ATA carnet)

To bring technical equipment into Andorra for a film shoot (cinema, television, advertising, etc.), an ATA carnet is required. This document facilitates the temporary import of equipment, simplifying customs procedures and reducing costs. The ATA carnet must be requested from the chamber of commerce in the country of origin. The production company must provide a detailed list of the equipment to be transported, together with its approximate value.

If you need assistance with this procedure, the Film Andorra team will advise you throughout the process. Bringing in equipment and guarantees (ATA carnet)

To temporarily import equipment into Andorra using an ATA carnet, a guarantee based on a percentage of the declared value of the equipment may be required. Depending on the circumstances, this guarantee can be provided as a cash deposit or a bank guarantee.

The ATA carnet is valid for one year and must be stamped by the relevant customs office both when entering and leaving the territory. Otherwise, the guarantee deposited will not be refunded.

The carnet is usually issued within two to three working days once the chamber of commerce in the country of origin has received all the required documents.

Organisation and filming permits

Filming at mountain resorts requires direct coordination with the relevant operators. Authorisations depend on the type of production, the season and the impact on resort activities. Film Andorra facilitates contact and assists with obtaining permits.

Filming in protected natural areas is regulated to ensure the preservation of the environment. Prior authorisation and an assessment of the activity’s impact are required. The Film Andorra team provides advice to ensure a smooth and environmentally responsible process.

Filming permits for urban and public spaces are managed through the comuns (local authorities). Requirements may vary depending on the location and logistical impact. Film Andorra centralises and coordinates the process with the parishes.

Filming at the airport requires specific authorisation from the operator and coordination with the relevant authorities. Conditions depend on the type of production and airport operations. Film Andorra provides support with planning and management.

The use of these spaces is governed by criteria for the conservation, protection and respect of cultural heritage, and is subject to prior authorisation from the Government of Andorra, particularly the Museums and Monuments Unit and the Department of Cultural Heritage of Andorra.
